Making IT work for the people

As one knows, by adapting IT culture at various level of office functions, both productivity and quality of service can be optimized. This is the realization which prompted Bihar State Electricity Board to set its mission to become the leader in IT adaptation with the active participation of NIC/NICSI.

BSEB is confident of pursuing the IT culture in its day-to-day working apart from computerizing its Revenue Management and Monitoring on establishing an Intranet at the BSEB’s HQ and in the city of Patna where PESU (Patna Electricity Supply Undertaking) is the sole agency for power distribution and revenue collection.

It has also projected to double its revenue collection by the end of 2002 by modernizing most of its Revenue Management activities. To fulfill this critical mission National Informatics Center, Department of Information Technology has been entrusted to fully automate the Board’s Energy Billing & Revenue Monitoring System.

Consistent efforts with proper care have been given by NIC/NICSI Bihar to make this dream project a reality within a short span of time.

Looking at the gravity of business situations in the present context, many organizations have provided modern office automation computing facilities at their site offices. BSEB not being an exception permitted installation of powerful computers at all of its sites to capture useful data from the grass-root level itself. The problem of integrating all these nodes spread across the project area could easily be solved by connecting each of them to the central computing facilities at BSEB HQ through the wireless communication network.

The technology to be implemented with the help of NIC would facilitate both the Board and Consumer in many ways such as:

  • BSEB consumers can now deposit their bill at any of the 35 computerized revenue collection counters across the city of Patna under PESU, there by decreasing payment time and reconciliation time considerably.

  • Predefined billing cycles enable consumers to get bills regularly in a specified time.

  • 100% Correct Billing, Revenue Collection and its Monitoring is done on line using Distributed Database under Client/Server Architecture, which minimizes human error involved in meter reading entry, payment posting and bill preparation - A great relief to BSEB as well as consumers on this front.

  • Database access along with computers has been provided right at the desk top of the division level officers for easy and quick dispose of consumer’s grievances. Which spares a considerable amount of time for doing developmental works.

  • Consumption pattern, payment pattern, load utilization pattern and billing pattern can be analyzed for improving power distribution and revenue collection.

  • Lot of different MIS and DSS are being generated using the application for taking right decision at the target areas.

  • At any time, top level management can access data by using revenue management application through the Intranet established in BSEB HQ.

  • Most of the top officials have provided with computing facility right at their desktop - Enabling authorized access to any information pertaining to any department of BSEB.

  • New service connection applicants will get waiting list facility and enquire their status through IVRS and its official Web Site.

  • Internet/Intranet facility provided to official through dedicated VSAT, Router, RF Link and Switch based network.

  • Consumers can get their billing details or the new connection details by using any P&T phone line through IVRS (Interactive Voice Response System) or over Internet through Web Based On-Line Billing System available on this web site (click the Online Billing link on the menu appearing on the left side of this page).


This ongoing project will be of tremendous help in many more ways. First of all, it will give a much-needed boost to the present computer culture at BSEB. Secondly, it will help focus the resources of BSEB in the right direction which means higher revenue, less litigations with its consumers and better developmental work round the state. In short, not only BSEB will have a much more satisfied consumer, there will also be noticeable impact on the financial situation of the BSEB.
